So this is just a visual bug. Shouldn't appear a debuff. The main issue is that the root is displayed, the visual is still there, even after you get out of the 1st root. Remember: This is only a visual bug. The root shouldn't be applied again if the player was already rooted once.

I just used Shadow Bolt -> procced it -> waited 5 seconds -> I got the buff again and I had 2 Imps. Should not proc again, should have a 20 sec cooldown.

It should only break 1 Ice block -> shatter = ice block only breaks ice block glyph -> shatter = removes block glyph
