It's a buged* pve item which scale with spell power so stfu and get a life instead of abusing. (Same as above, there should be a lot of information on that matter, and remember, the violator gets punished for using the bug, not for a bug appirans. You should write what the bug is about and how it works, and your proofs should contain the information - Zeox.) Here he clearly use the trinket to get benefic from the bug so he should get punished for using it.

No it dont proc, I got 0 procs during 10 arenas lol (and it's 10% chance to proc, not 0.11111111%). And out of arena it work fine, so this bug is only on cross server.
