Valor is harder a bit to obtain than conquest so it will be a bit harder to gather points and still be able to purchase. So I'm guessing the idea isn't bad.

Beeing able to buy PvE items makes it easier enough, increase the cost or make it purchasable by valor.

Somone removed them I guess, I can't fix it. Somone was smart and reported them for abuse or something so they got removed.
