Lifebloom duration with soul of the forest

2. How it works: Lifebloom tick rate on party members and the druid himself should increase with haste including the haste buff for restoration druids from soul of the forest

3. How it is bugged: Haste does not increase lifebloom's tick rate on party members. if lifebloom tickrate without SoTF buff results in 10k/sec heal then with SoTF buff it should heal 15k/sec heal (more ticks, not more heal per tick.)
