2. This NPC is bugged, it's almost impossible to interact with him, and when you interact, can't pick up or turn in any quests. He is flying on Lion's Landing, since the Lion's Landing constructinos aren't there, he falls down, near the water and can't talk to him. A message appears "You need to be closer to ineteract with that target."

3. He should be in an accessible place, so players can talk to him and Pick up/Turn in his quests.
