fenris Posted October 19, 2015 Posted October 19, 2015 You have to get it from Elder Anli at the Arboretum as part of a quest chain. You don't get it from the Flying trainer.

If you did the initial quests involving Instructor Tong, the next step is to collect Riding the Skies from Anli and turn it in. If you did not do the ones with Instructor Tong, it's a wise idea to go ahead and do them.
