Would make sense if you reported the bug as well as the player (although you've explained it here, I think you should make a topic in bug tracker).

 

Generally, server bugs are the server's fault and from what I remember with the Xuen bug, they're not bannable; just had to wait till it was fixed but I'm not sure anymore.

And its obvious that he is abusing intentionally . If he wants he can play fair with the normal polymorph ... but no he choses to use both which gives him a huge advantage over others . In other words it should be bannable . but yeah pandawow.
