Description of the problem: it doesn't proc as often as it is supposed to, it procs like once per 2 minutes

How it must work: it should proc approximately 0.92 times per minute

That explains it, then you dont have alot of spells attacking quickly you only have spells that attack once per 3-4 seconds, however i am fire and i have alot of dots aka combust/ignite/pyro/LB etc it procs alot of affliction aswell, if I were arcane I would prefer to use the tot hc trinket of council with binding.
