The npc no stay in ironforge and stormwind :/ You can find the "paladin glyph npc" at Ironforge and at Stormwind as well. If you want tell me your char name and I will try to catch you online or simply ask someone at english chat (/join english) to show you where is the NPC exactly because it's pretty hard to explain via forums.
