legendary cloak questline

I have a little issue. I have recently bought a new character, but there is no legendary quest. I completed the test of valor but haven't got any follow up quest. Anyone knows what the problem is?

Have you checked all NPC locations?

 

Also, have you tried Deleting Cache and repairing your character?

I have checked wrathions in the tavern and at mason's folly. I'm quite sure I have both deleted cache and repaired my character on the website.
