Legendary Cloak effects should not proc in PvP

1. Name of not working spell/item: Legendary Cloaks, Fen-Yu, Fury of Xuen, etc. Flurry of Xuen: http://www.db.pandawow.me?spell=146195/flurry-of-xuen

2. Description of the problem: Legendary Cloak effects work in PvP and proc vs players.

3. How it must work: Legendary Cloak effects should not work in PvP and should not proc vs players. Legendary Cloaks should only work in PvE and should only proc vs NPC.

4. Date when you tested it: Since I play on Panda WoW I've notice that Legendary Cloaks are active in PvP zones and that their effect procs vs players.

5. Realm (x100/x5/Fun): x100, Fun

6. Priority of the problem: ?/10
