FLex Mode - Throne of Thunder and Siege of Orgrimmar

Hello guys, I saw a druid you with a Ilvl 540 gear of SOO, so could you tell me if the Flex is working? And how can I join, I mean is there any pre requisites?

No flexible raiding is not working nor implemented, he is an old player and did Siege of orgrimmar when only 2 bosses were originally working and had bugged loot aka flexible.
