After apply this to the ptr need retest other healing spells of all class. Because this global fix and can broke something. But I think everything will be fine :)

Restoration shamans must have "Spell Healing" & "Spell Damage" ratings instead of "Spell Power" (which must present only in DPS specs). @Morelleth guessed that

which increases Spell Healing (not spell power) doesn't work for the reason above.

 

Actually it doesn't work if shaman has more than two items equipped.
