The only thing we do is we report bugs that are relevant without proof IF we CAN't FIND PROOF. Which can happen quite a lot and takes a lot of time. Personally I report stuff even if I can't find proof within a day. I can link you examples which are hard to proof. +You can't always be sure of things because how can you proof something that was not done on retail? For example spaming Rain of Fire like pujo does? Noone did that on retail, because it was nto STACKING ( here it is ).
