Try to finish it in this order:

 

•Speak with Yu'lon.

•Speak with Chi-Ji.

•Speak with Xuen.

•Speak with Niuzao.

•Complete one of the Celestial's Challenges (Only Niuzao Challenge works).

 

About Bugs on this quest, you can only do "•Speak with Yu'lon" part once a day, if you drop quest and then take it again it won't work until next server restart (which is every morning).

And also make sure you are not in a raid group.
