3. He's harrassing me again. He whispers me as soon as I log in as you can see : bottom left of the first picture, I log in at 9.30pm and he instantly starts talking to me even though I tell him to stop everytime

Since player isn't insulting neither spamming your chat with the same phrase which is against rules I can't do nothing about it. I recommend you to use /ignore feature.
