the trinket Evil Eye of Galakras normal version 4/4 upgrade shows "increases the cooldown recovery rate of six of your major abilities by 45%"

 

i got dragon roar for example 1 minute cooldown

45% of 60sec = 27s

60sec - 27sec = 33 seconds

but in game dragon roar got 41.4s cooldown

 

on storm bolt, bladestorm still the same

That's not how it works. It is working as intended.
