Flag abuse in BG

I reported this guy earlier this week, but I guess no one's doing anything about it..... So I'll post it again. These are 3 DIFFERENT BG I've seen him abuse flag. Please please ban him, i know this is against the rules because I remember the day y'all removed the flags from the game because people were abusing it.
