To reproduce just have your Voidwalker on target A whilst target B has Havoc debuff applied. Use the following macro:

/cast Disarm

/cast Command Demon

 

 

2 Should not display Stacks on the debuff

1 Havoc should not use Havoc stacks when using Disarm via Command Demon

 

2 Havoc should not display any stacks on the debuff
