I asked if it should affect elite mobs or not. Elite mobs are able to be slowed and rooted, so you can kind of answer your own question with a tad of knowledge. That's not I found on mmo-champion. But I'm sure you know more than me and everyone else put together, amirite? Elite mobs and boss target levels are 2 completely different things. I never said that they are exactly the same. What I said is; Elites tend to be immune to certain cc-abilities, which is a trait they share with bosses.
