1. https://wow.gamepedia.com/Ring_of_Frost

 

2. When you use https://wow.gamepedia.com/Presence_of_Mind followed by https://wow.gamepedia.com/Alter_Time and then proceed to use https://wow.gamepedia.com/Ring_of_Frost nobody gets frozen, the ring is inactive.

 

3. When you throw down a https://wow.gamepedia.com/Ring_of_Frost players should get frozen regardless if you used these 2 spells before it.
