These NPCs are supposed to be spawned only if the player's on this quest: http://www.db.pandawow.me?quest=32316/heart-of-the-alliance and on the appropriate phase. 4. 03/05/2018. 5. X100 6. 1/10 -- Although it's very minor it's a very annoying bug, fixing it would only enhance the players' experience. 1
