After players wipe on http://www.db.pandawow.me?npc=71965/norushen they are unable to talk to http://www.db.pandawow.me?npc=71965/norushen again to summon Boss.

3. How should it work:

It's a new bug, currently only on Test Server. Players should be able to talk to http://www.db.pandawow.me?npc=71965/norushen to summon boss.
