We have tried a couple of times doing world PvP in capital city there is multiple people opening as Rogues/Shamans/Hunters...etc after failing or manage to take the kill they decide to enter the main city logout and remove the PvP flag which should not work like that. How it should work, turning the PvP off they should be in game either dead or alive and wait 5-minutes to the PvP can be turned off and they are no longer flagged for PvP. https://wowwiki-archive.fandom.com/wiki/PvP_flag Recommend this on xFun as it is pretty annoying that the " dominate " group keeps on logging off and on to keep their PvP off. Retail tested, https://streamable.com/tnjm5f I know that is currently patch 9.1.5 ( Build 41359 ) Dec 6 2021 Just found out that if you die and you .st while dead you are being teleported to the Spirit Healer that is not working in Elwyn,your PvP will be togged off as well.
