Hello. Install Microsoft Visual C++ x64 and x86 for your Windows 10 x64. Try to run the launcher.

If this does not help, then please read here in the section "Launcher issues:" > "The launcher does not start, so the game cannot be started." > "Note: for Windows 10/11".
