3. https://db.pandawow.me/?npc=46819 должен быть привязан к столбам под водой, зеленый, не двигаться (он же привязан, лол)
   На https://db.pandawow.me/?npc=46819 нужно воздействовать квестовым итемом https://db.pandawow.me/?item=62503, после чего https://db.pandawow.me/?npc=46819 начнет говорить:
