It's not bannable to hold the flag. He can keep it as long as he wants and not capture it in the base until someone kills his or steal the flag. Also, I do not see any afking from that player, he is just standing in front of the opponenet's graveyard and waiting for the enemies to come down. The low damage on scoreboard probably explains that too.
