How are we suppose to get conquest without arena? My guild came to this server to raid PVE. its impossible to beat anyone whos already in full 550 pvp gear. Its almost not even viable to try to get gear any other way?

I completely understand the rules but the rules arent viable for people trying to PVE on pandawow, DUNGEONS HAVE NO ONE,

For PvE activities I suggest you moving to x100 realm. You can find dungeons there which rewards SoO raid finder gear and people create raid groups ranging from flex to heroic difficulties really often if not daily.
