Character transfer from Pandashan

I was wondering if there was any way for me to transfer a level 90 from a different private server called Pandashan. I recently have read a post from an admin saying this is possible, and all i have to do is message a certain person. My character also has to fit all the requirements listed on that post, and he does. I also messaged the admin Zeox at least five days ago and he hasn't responded. So can someone please help me with the transferring of my character from a different server. Thank you.

If they add feature like this it will cost point but for point you can buy chars and for 270-300 you can buy full grev chars
