bugged spell in arena

As i posted a thread for this spell The Crowd Chose You!!! people use it because it's effect is bugged . I would be happy for it to be fixed because it makes ppl take only 1 damage , not recuced

Its not a bug, its ment to be. If the arena takes longer then 15 minutes this buff is randomly given.

Its implented to shorten arena queues.
