What does tricks of the trade do

Can someone explain what does http://www.db.pandawow.me?spell=57934/tricks-of-the-trade do. Does it boost rogue's dmg or the frendly target which is used on dmg is boosted?

For example if we are in a dungeon and you use Tricks Of The Trade on me I do more damage but every threat you make gets redirected to me

i'm using mouseover most of the time when i play pve or pvp with my rogue, it's a very useful skill in pve for raiding
