Cannot change language, batte.net account error and always having to sign contracts

What i can do? I've downloaded the game anyway, put in every folder, and nothing worked. :(

Download the full client from battle.net https://eu.battle.net/account/download/

Download the pandawow launcher from here: http://forum.pandawow.ru/showthread.php?t=46675 and follow all the instructions in the guide. After you do this step by step and you still experience problems, resubmit this thread with as many details as possible.
