I can't transmog one item

I bought http://www.db.pandawow.me?item=13262 but i can't transmog into it, so i've seen other players with http://www.db.pandawow.me?item=40480 transmogrified and i can't find that weapon in the store... so what is the point to sell http://www.db.pandawow.me?item=13262 if we can't transmogrified into that? please i need a change for http://www.db.pandawow.me?item=40480 or just give me back my 40 points wasted for http://www.db.pandawow.me?item=13262 answrer me.

http://www.db.pandawow.me?item=13262 is not trnsmoggable cuase it's a legendary, http://www.db.pandawow.me?item=40480 is an epic item and that is why u can do that.

You can buy it on store dude, you can find it on: Control panel, (select kingdom), Item shop, Transmog sets, Weapons, page 13 (the last).
