If you were to report a bug, then this would be the correct section http://forum.pandawow.ru/forumdisplay.php?f=201 But have you tried to drop the quest then clear cache > repair character and then try to take the quest again? Also, there is dalaran NPC which can fix your quest in case you faction changed, have you tried it?

Stats are scaled down from PvE items overall, even with trinkets yes. PvE items only work as they should, in Raids and in World PvP / Duels, there the items wont be scaled down. But when it comes to a legendary cloak, the effect which gives you "The proc" Wont be triggered in PvP.

Its near the flight master, but the NPC fixe's the quest in case you have Faction Changed. Have you tried to Upgrade an PvE item to 1/4 or 1/2 ? That solved the quest some time ago, maybe it has been changed. But if that doesn't work either then you can try to Drop the quest > repair > delete cache again and then try to complete the quest again. -

Have you tried fixing your quest with the NPC which also fix achievements at Dalaran? -
This Visual bug here exists here for the long time, and this link shouldn't be valid proof since it doesn't show if the STATS change. Meanwhile in this link https://www.youtube.com/watch?v=C-zuGDl2VpI You clearly see that it is a visual bug.

Have you tried changing Hair color and Hair style as well? I think that face change is optional, read what say's below. "- Some playes can't change faction/race/name/face. There is a trick: for some reason one hair color with one face feature may cause it glitchy restriction, therefore just change the name and face, and use first hair and first hair coloor. And then change the hair colour and other in the barber shop. If that does not help, create topic in this section and describe your problem by rules." Tell us if it worked. -

It obviously worked since i was in the game when i answered both of these threads, and like i said, i already had the exact same issue as everyone else " https://i.imgur.com/jIB7IIU.png " And all what you had to do is re-open your wow and wait 20 sec ~ 1 min. And you should be able to connect now. & Watch your language.

Here's something for you so that you can understand. We have a format which you have to follow if you want your Report to be valid. If it is not valid it will be declined, simple as that. Symbols are different from google and from in-game. I already replied to this, " http://forum.pandawow.ru/showthread.php?t=195777 " There are issues with Login server, re-open your wow and try logging in again and just wait. I had the similar issue but i connected within 20 sec of waiting at "Connecting"

I had the same issue, just re-open your wow and try to connect again. There are some issues with the Login server.
