Any bug abuse / exploit is bannable same like when the quest item was bugged which would allow you to socket your weapon, even your prideful weapon. This is the same case, you have double sockets & you have an extra gem which you SHOULDN'T have. Just get a new wrist and use 1 gem.

Regardless, it is still an abuse and you have 2 sockets meanwhile you shouldn't. Buy a new wrist and use only 1 gem as you should.

Just buy an new item otherwise the punishment will still be done, Regardless if you use Parry gem it is still Parry gem (Which gives you parry chance) Either gem it with something useless from tbc raid or from wotlk raids where you get +3 agility or just buy an new item. And yes, you do gain benefit because you are placing 2 gems instead of 1 (Still getting the parry which you shouldn't be)

Stats are scaled down from PvE items overall, even with trinkets yes. PvE items only work as they should, in Raids and in World PvP / Duels, there the items wont be scaled down. But when it comes to a legendary cloak, the effect which gives you "The proc" Wont be triggered in PvP.

Its near the flight master, but the NPC fixe's the quest in case you have Faction Changed. Have you tried to Upgrade an PvE item to 1/4 or 1/2 ? That solved the quest some time ago, maybe it has been changed. But if that doesn't work either then you can try to Drop the quest > repair > delete cache again and then try to complete the quest again.

Have you tried fixing your quest with the NPC which also fix achievements at Dalaran?

It obviously worked since i was in the game when i answered both of these threads, and like i said, i already had the exact same issue as everyone else " https://i.imgur.com/jIB7IIU.png " And all what you had to do is re-open your wow and wait 20 sec ~ 1 min. And you should be able to connect now. & Watch your language.
