The same for me, never lower than 150-200 ms! That's because the servers are located in Germany and I am in Kuwait which is a far distance, however, using a VPN as you said helps a bit with the latency! However, most players I ask they're always lower than 70 ms! (of course they're closer to Germany than us)

I was an admin in many websites, I understand how vBulletin work, in the moderators panel, they got lowered/limited permissions than the admin one! However, if they want to take-off that permission (IP thing) they would need a special addon (or code it in vBulletin script files) Now, any moderator can access the info of any other member, IP, email, birth, and many other stuff (except password) and they can't edit it of course (unless given to) Whenever they give the member the ability to close/open threads, they will get access to the cp! Keep in mind that I am talking about version 3 of vBulletin, I am not sure if this feature exist in version 4! I highly recommend that Pandawow shift to XenForo

Now, for the ban appeals, it takes ages for someone to check it, let's say a player got banned for 30 days, it will take a week or so to unban him (he's banned for a whole week) someone should check that thread everyday at least once! Plus, if a moderation made a mistaken decision, which have been done many times, who do we go to? we complain everywhere but no one listens to us about this issue! And, how can we contact you guys (Zeox and Juster) while you guys can't even read your inbox (private messages)?! Can you name me one moderator whom we can contact with to help us deliver our thoughts/complains to you?! Or even open a new section and make it only visual to the thread author and you/juster only!
