how to get the mount while the story is not working? so the place doesn't change and the NPC is not on it's place according to wowhead. the hat drops from a rare NPC, I know that, but every time I go there, I don't find it, so adding it to the shop won't hurt!

this item dropped for me on almost every char I have, also got it for my friends, the NPC does exist and the re-spawn working perfectly!
