Although this is bugged and he abuses it, i tested this after i saw this report, and although it's not as big of an increase i expected (expected multiple thousands), this "only" increases your spell power by 300 instead of 28, so although it depends on preference i don't think it's worth losing 170 haste/mastery for 300 spell power as an Affliction Warlock. This guy however does abuse the bugged enchant.

I agree that this is bugged really badly, but i don't think it has necessarily something to do with the proc chance since like i said before there is nothing that guarantees you will get 1 proc per 10 dot ticks.

are you serious? he had double trinkets + potion + invocation, you didnt even have soul link / glyph of unending resolve. stop being so fucking garbage and l2p before you report bugs

The only thing this is difficult to report is because this is based on luck, so there's no way to guarantee that one of the ticks will proc Nightfall, since it has a 10% chance, it doesn't say 1 of the 10 dots will proc Nightfall.

They fixed the entire questline up until [infiltrating the Black Temple] which requires the scenario. Hopefully this bug gets fixed soon!
