Although Dragon's Breath has always been a disorientate and you've always been able to death all disorientates.

I no longer have access to the video, I spent a while searching for it although the tooltip says it's a disorientate and you can death disorientates.

Dragon's Breath 4% of base mana Instant 20 sec cooldown Requires Mage (Fire) Requires level 32 Enemies in a cone in front of you take (250% of Spell power) Fire damage and are disoriented for 4 sec. Damage will cancel the effect. It's a disorientate, the same as Druid roar and Blinding Light etc. dots on the target do not break it although direct damage does, even if it's a mele hit of 19 damage or a low level casting a spell that hits for 6 damage, if it's direct it will break like any other disorientate. It's not supposed to behaving like Ring of Frost. I've personally deathed it myself during season 15 and I've seen a video from season 14 a year or two ago where the holy priest deaths it in 3v3 at 2.2k MMR (on live). I'm sadly unable to find the video anymore.
