It's obvious now you're trying to be a smart but you're just a smartass, let me simplify it for you. Rogues, monks and other white damage classes benefit from HIT to 25% so hit cap is basicly 25%, so don't talk. 7.5% is for ability, not for everything.

Don't talk. 7.5% for most of classes, 23-27% for white damage classes, rogue, monk etc.. And removing hit is impossible lol.
