You can get the mount in-game easy from the Vendor , same goes for the Hat from the rare mob :D

The npc which sells the mount is under the ground at the Domination point Krasarang Wilds ** Horde Territory ** You just need to pull the npc out of the ground with ally DK but u need to be exalted to buy it.

This is a private server, i believe that pandawow is NOT playing completely within Blizzard's ways. These items are worth being added, or having a limited timer in the shop. Balance is something that is worth being discussed in other place, don't bring it ehre.
