fenrir Posted December 19, 2015 Share Posted December 19, 2015 You don't learn it at the Shrine. You learn it from a quest at the Arboretum called Riding the Skies. You need to do a small quest chain for it starting with Elder Anli. I know it works because all of my lvl 90s have Cloud Serpent Riding. Link to comment Share on other sites More sharing options...
