Healing output is too little. I don't know about other specs but as Elemental it should heal more than 9k per tick obviously. It's not even worth to cast because it sucks so damn much, even Healing Stream Totem heals more single target.

My Spell power is over 36 000 and only 9k heals.

My Spell power is 35k and I heal 31k whilst not in PvP and 12k while in PvP.

However, I can confirm that the healing is wrong!

 

If you take 60% of 31k, it's 18976 - Correct numbers.

 

Right now, it heals around 11k-13k with PvP.
