I guess you can only cs through it with a spell CS .. means counter spell from mages or locks etc. You should be immune to pummel etc. test it

Report was based on experience, I was doing IoC on my Druid and casted Unending Resolve and started to hardcast HT, le wild Windwalker appeared and locked me!

It's situational. You might die if you get interrupted on casting Healing Touch (While counting on that you won't get interrupted because you're under the effect of Unending Resolve). This is because you get locked on Nature School and this may alter the PvP situation greatly.
