For some reason it works correctly when you cast it on a group member.

But when you put it on yourself, it never gets triggered until the cooldown on it (20 seconds) has finished.

Still the same as said above. It works correctly when used on team mates. But the bugged part is: If you use the ward on yourself, it will not trigger until the cooldown of ice ward is finished.
