No matter what you say, or howmany times u bring up the rules, the fact is that he hacked, and u declined a valid report while all the evidence is there. Blame urself for me having to make reports over and over again because u won't ban a hacker. And if you're only a forum mod and can't do anything ingame, why are u even writing in threads like these? Also, it would be 10x faster and easier if we could actually contact a gm right away so those hackers won't have a chance to "avoid" their bans. And i'll keep remaking this post untill this guy is banned, simple as that. My first report of him was legit/valid, nothing wrong with it, with enough evidence and it got declined??? You don't have to pretend you can't do anything wrong because you're a gm and you're all "high and mighty".
