The tooltip clearly says that the target becomes immune for Binding shot effects for 10 seconds after getting stunned

RoF shouldn't reapply on a target that has been frozen during the duration of the RoF. Some time ago i remember it was bugged, but on the retail it didn't reeze a target twice a duration.

It did, you had to stay passed the immunity you recieve after the freeze ends in some way.

Ring has a icd after your freeze ends so if you run into ring and break it instantly and stay in the ring until the icd ends you will get refrozen but i doubt anyone would do that :)

According to WoWHead, Binding Shot lasts for 11s (10s on PandaWoW), so if you got stunned (in PvP) by it, you would have to wait 3s until cc effect ends (it wouldn't work even if you broke cc effect because there wouldn't be enough time to give Binding Shot an opportunity to restun). Therefore, Binding Shot shouldn't be able to restun you because you would be inmune for 10s to its effect (as you already got stunned) and there would be just 8s or less (7s or less on PandaWoW) left until Binding Shot effect ended.
