[Профессии] Master Angler of Azeroth achievement bug

1. Master Angler of Azeroth (Booty Bay) is actually broken. https://www.db.pandawow.me?achievement=306/master-angler-of-azeroth

2. We should fish 40 tastyfish and deliver to this npc https://www.db.pandawow.me?npc=15077/riggle-bassbait, then u can choose the rewards and get the achievement, but the npc is saying there are winners for this week already.

3. The goblin responsable by the quest isn't providing the necessary quest to allow us to get the achievement above, instead he's saying he has all the winners for this week, when it should allow 3 ppl to win his the each week.

Actually the achievement works when u deliver 40 fish to the npc, the only bug is the npc's text.. saying he has the winners for this week, and isn't showing any quests, only popping-up when u have 40 fish.
