Nice observation, She needs to place the 9 Stamina gem (or any other useless gem) In the socket which she added, not the other way around. She gets the Socket bonus from the blue stamina gem and she gets the passive from Mastery. But how the staff actually works is, it has a blue gem and she would have lost the +60 intel bonus if she would have used it. In the other words she needs to change the gem @ the prismatic socket (Since it was added, otherwise its still an advantage & abuse )

You need to have 0 Gold 0 Silver and 0 Copper before you put your character up for sale. And you also need to have 7 Days played on your character (Minimum)

Its a bugged item which is from Legendary quest line like Kroz said. You are suppose to use it only on Sha-Touched items, not on Prideful / SoO items. If you do what she did, you will be banned for 3d.

/facepalm PvE items are never going be scaled down in world PvP like they are scaled down in Arenas / Bg's (Because that's how blizzard intended it to be) Ofc if you are facing a player with PvE gear equipped and you have PvP gear equipped you will deal a lot of damage to him in World PvP because he the player doesn't have Resilience, and vice versa because PvE items have more stats + Different effects. So there's no point in asking for PvE items to be nerfed in World PvP because then World PvP it wouldn't differ than Arenas / Bg's.
