And like we all know, a PQR bot, wouldn't allow that, it would keep the debuff running 24/7 without any delays. And on the video you can see a solid 0.5 - 1 sec delay. So i doubt that it is a PQR usage.

Bg's / Arenas / Rated Bg's are Cross-Realm. People simply just don't want to queue them. (Not everyone is for Rated bg's, they require players with pvp experience which know the tactics for different bg's) Or players just don't want to queue them, that's all.
